The Clear Creek School District has been faced with declining enrollment since 1996, a situation that has had an increasing and significant budgetary impact on the district. We are faced with a situation in which we must reduce expenses while at the same time improving the instructional program for our students. As the new Clear Creek superintendent, a balanced budget, effective utilization of staff, maximum use of our facilities, and class sizes that are both appropriate for instruction as well as financially feasible would have been welcome sights. Unfortunately, none of these conditions exists at the current time. Just as unfortunately, none of these conditions can be resolved by a little tinkering or in ways that keep most of us in our comfort zones. We must reverse our budget situation, identify how to utilize staff and facilities very effectively, and provide programs for students that will cause families to seek out the Clear Creek School District for their children---not just in the immediate future but over future decades.
