Yesterday, the CCSD Board of Education held a Special Session to discuss the planned Transportation & Maintenance Facility, or TMF. A progress update was provided to the Board, which was a follow up to the June 9th presentation regarding estimated costs and value engineering. Slide decks, along with links to specific TMF information, are shared below.
In brief, escalating costs due to increasing construction, materials, and labor costs along with supply chain issues, have increased the estimated budget needed to complete the TMF as currently designed.
The CCSD facilities team reviewed sites that were previously suggested for the TMF and considered various scenarios. Additionally, the team, along with the Design Oversight Group for the TMF, have been reviewing possible scope reductions through the lens of cost savings.
Today the CCSD Board voted to continue with the current TMF location, the track & field site south of the former middle school in Idaho Springs. The motion & vote included a direction to the CCSD team to prepare lease/purchase financing paperwork for the TMF. The board indicated that timing was important, as a loan close date in June means a lower interest rate, saving $500,000. A second special session this week (Thursday, 6.23.22, 8:00-8:30am, virtual, Agenda here) will provide time for the Board to adopt a resolution specific to the lease/purchase financing.
It’s important to note that the TMF is not part of the 2021 CCSD Bond Program. Building a new TMF was initially funded by the sale of the former football field and current bus barn/maintenance facility in Idaho Springs. This will provide CCSD Transportation and Maintenance staff with a safe and efficient working space.
The Board will review the possibility of using the proceeds from the sale of Carlson Elementary School to pay down the lease/purchase financing for the TMF.
